In general, the Society's approach to development in the Horsleys is conditioned by the conviction that every resident has the right to live in a property that fulfils their needs and requirements and they should be able to make alterations to their existing properties, provided that it is in keeping with the planning requirements. 

These are:

  • Will not result in the loss of a small dwelling;

  • Is in scale and character with the area;

  • Has no unacceptable effect on the amenities enjoyed by the occupants of adjacent buildings in terms of privacy and access to sunlight and daylight;

  • Has no unacceptable effect on the existing context and character of the adjacent buildings and immediate surroundings.

 The Government has provided a useful website called the planning portal which provides much useful information, which can be accessed directly from here by clicking on the link, or from the Useful Links page. Using this you can familiarise yourself with the latest Planning Requirements and find out what falls within the Permitted Developments Rights that are normally attached to a property, what exceptions there may be in a specific case, or when a full planning application is required.  You should be aware that in most cases, extensions allowable under permitted development rights will still require Building Regulations approval from the Planning Office. 

Additionally, the society keeps in close contact with both East and West parish councils. We also have representatives working as committee members formulating each Neighbourhood Plan. The Society's members may see quarterly progress reports on the plans in our magazine, ‘Around & About Horsley’.

Former Wisley Airfield

Taylor Wimpey has submitted a new hybrid planning application for the proposed new settlement on the site of the former Wisley Airfield in Ockham. GBC planning reference number is 22/P/01175.

Deadline for submitting comments is 3rd October 2022.

Residents should be aware this application has only been submitted by Taylor Wimpey. The other two developers, Hallam Land and CBRE, whilst co-operating with Taylor Wimpey, are not a party to this application. Accordingly, the headline number of dwellings proposed is 1,730 homes. The other two developers will come forward later to propose a further 270 homes in the southern section of the site, taking the total to over 2,000 new homes as set out in GBC's Local Plan Policy A35.

Highways England proposals for M25 Junction 10 and A3

Highways England are planning major changes for the M25 junction 10/A3 Wisley interchange. The Statutory public consultation took place in 2016/2017. Copies of the consultation materials and outcome are available on the project website: www.highwaysengland.citizenspace.com

The Secretary of State has approved the scheme and works are scheduled to commence Autumn 2022.

An outline application for the demolition of two dwellings and alterations to access, with all matters reserved for up to 110 new homes and 99sqm of office space etc was approved in November 2019. Catesby Estates Ltd have sold the site to Taylor Wimpey. Concerns remain over access and flooding.

Residential development. Demolition of barn and erection of a mix of 35 dwellings, including 14 affordable with associated access from Green Lane along with pedestrian and cycle access from Oakham Road North and all associated works.

The proposed development represents a part of the Waterloo Farm site allocated in the GBC Local Plan under site policy A39, which allocates a total of approximately 120 homes for this site of 8 hectares. Oakland Farm at 1.5 hectares represents 18.75% of the total site area. On a pro rata basis, the Oakland Farm site would have an implied Local Plan allocation of 22.5 homes. By proposing to build 35 homes at this site, Antler would therefore be building 55% more homes than are effectively specified under Site Policy A39.

This is the largest Guildford Local Plan site to come forward in the Horsleys.

On 3 December 2020 planning application 20/P/02067 was submitted to GBC by Thakeham Homes after planning application 19/P/01909 was withdrawn.

Hybrid application for a) Outline planning application for 7 self-build/custom build dwellings with access from Long Reach and b) Full planning application for the erection of 132 dwellings alongside provision of Suitable Alternative Natural Greenspace (SANG), together with new Junior Sports Hall, two Padel Tennis Courts and Nursery School Facility with associated accesses, car parking, refuse/re cycling storage, landscaping, earthworks and infrastructure following demolition of existing bungalow and agricultural buildings.

EHPC have objected to the plans, citing their severe detrimental impact on local infrastructure, particularly our primary school and medical centre.
